International Legal Consultants was founded in 1976 by Saba Pasha Habachy and Dr. Laila Takla. From its earliest days the firm was distinguished by the public and institutional standing of its founders, and by an approach to practice that placed precision, discretion and long-term counsel above transactional volume.
Dr. Laila Takla was the first woman to preside over the Foreign Relations Committee of the Egyptian People's Assembly, and the first woman to chair a session of the Inter-Parliamentary Union, of which she remains a member. She has also served on the UNESCO World Heritage Committee.
The firm today continues to advise a discerning clientele of private individuals, Egyptian and international corporations, financial institutions and foreign missions — with particular depth in criminal law, real estate and land matters, and complex cross-border affairs.

Karim Darwish leads the firm as Managing Partner. He began his career at the Egyptian Ministry of Foreign Affairs (1988–1992), serving in the Department of International Organizations.
From 1992 to 2009 he served the international banking sector, rising to Regional Manager for the Middle East with several leading European and international banks — experience that continues to inform the firm's commercial and cross-border practice.
In 2016, Karim was nominated by President Abdel Fattah Al-Sisi to the Egyptian House of Representatives. He has since served as Chairman of the Foreign Relations Committee, President of the Parliamentary Assembly of the Mediterranean, Vice-President of the Egypt Support Coalition and Assistant Secretary-General of the Future of the Nation Party.
He brings more than thirty years of combined legal, diplomatic and institutional experience to the matters entrusted to the firm.
